Trusted counsel and federal funding strategist Ed Williams named McAllister & Quinn’s Executive Vice President & Chief Operating Officer, drawing on 25 years of public and private sector experience to lead firmwide operations at McAllister & Quinn.
(WASHINGTON, D.C.) – McAllister & Quinn is pleased to announce the promotion of Ed Williams to Executive Vice President & Chief Operating Officer. In this expanded leadership role, Ed will oversee the firm’s day-to-day operations and strategic initiatives, while continuing to serve as General Counsel.

With more than 25 years of experience in government and public affairs, Ed Williams brings a wealth of strategic insight to his new role. He is widely recognized for his expertise in the federal budget and appropriations process and has advised clients across sectors on how to secure external funding, navigate complex policy issues, and build long-term partnerships. As an attorney, Ed’s counsel bridges the legal and policy realms, ensuring that clients receive advice that is both practical and principled.

Before joining McAllister & Quinn, Ed served in senior roles in both the U.S. House of Representatives and the U.S. Senate. Notably, he served as Appropriations Director for Congressman Paul Kanjorski and later as State Director and Senior Counsel to Senator Bob Casey. In these roles, Ed helped secure hundreds of millions of federal dollars for communities across Pennsylvania.
