William Kay is Managing Director of Grants and Federal Affairs in the Higher Education Practice at McAllister & Quinn. He manages a portfolio of college and university clients, overseeing grant-seeking and capacity-building services. William works closely with institutional leaders and faculty to align priorities with funding opportunities, develop competitive proposals, and strengthen long-term grant-seeking capacity.
With extensive experience in higher education, research development and pre-award research administration, William has helped secure nearly $100 million in grant awards since joining McAllister & Quinn. His successes include U.S. Department of Education Title and TRiO grants, National Science Foundation Scholarships in STEM and Robert Noyce Teacher Scholarship program awards, discipline-specific research grants, and EDA Public Works and Economic Adjustment Initiative awards. He also directs McAllister & Quinn’s Faculty Development Training initiative, designed to strengthen faculty expertise in grant-seeking.
Prior to joining McAllister & Quinn, William held roles at SUNY Stony Brook University, Hanover Research, and Ithaca College, where he honed his expertise in strategic planning, project development, and advancement operations. Earlier in his career, he worked as a social science researcher, applying qualitative and quantitative methods to assess the impact of federal policies and funding programs.
