Mr. J.C. Henry is a defense, intelligence, legislative, and space professional with a combined 30 years of experience in national defense. Known for his strategic acumen and technical expertise, J.C. is adept at guiding organizations through the complex and evolving landscape of global security. His background positions him as an expert at the nexus of technology, policy, and strategy.

J.C.’s career spans both the public and private sectors, providing him with an in-depth understanding of the intricacies involved in protecting national interests and enhancing defense, intelligence, and space capabilities. He specializes in identifying emerging opportunities, mitigating threats, and developing innovative solutions. Renowned for his analytical rigor and strategic vision, J.C. excels at translating complex technical concepts into clear, concise, and actionable strategies that drive organizational success.

Prior to joining McCallister and Quinn, J.C. was the Director of Government Affairs at Intelsat, where he advised the CEO, C-Suite, and President of Government Solutions on inter-agency and public policy matters. He played a pivotal role in strategy development and initiative execution, providing authoritative advice on U.S. policy, legislative, and regulatory issues. J.C. cultivated and curated relationships with Congress, the Executive Branch, business partners, and customers to support Intelsat’s business units.

Previously, J.C. served as the Director of Congressional Affairs at the National Reconnaissance Office, where he was the principal advisor to the Director of the agency’s congressional strategy, outreach, and engagement. He was responsible for developing and executing legislative strategies to defend a multi-billion-dollar budget supporting defense and intelligence operations.

J.C. served as a Professional Staff Member on the Senate Veterans’ Affairs Committee, advising Chairman Jon Tester (D-MT) on oversight, legislation, budget, and policy matters for our nation’s veterans. He managed a legislative portfolio that included oversight of the Department of Veterans Affairs and handled related national security, defense, foreign policy, and intelligence issues for the Chairman.

Before his tenure on Capitol Hill, J.C. completed a 24-year distinguished career as a senior logistics officer in the US Air Force. His assignments entailed Defense Acquisitions program management, joint-service operations, and strategic policy development for Headquarters Air Force. During his active-duty Air Force tenure, J.C. completed 11 combat deployments to each Geographic Combatant Command.

Mr. Henry holds an M.S. and B.S. from Southeastern Oklahoma State University, a B.S. from Oklahoma State University, and an Executive Certificate in Congressional Legislative Affairs from Georgetown University.
