Claire Kaliban

Managing Director of Federal Affairs & Government Relations

Claire Kaliban is a Managing Director of Federal Affairs & Government Relations for the firm’s Higher Education Practice. She is an expert in the federal legislative and budget processes, including policy advocacy, earmark development and funding, and agency engagement. Clients who work with Claire cut through the noise of Washington politics to develop productive, strategic relationships with their congressional delegation. Her comprehensive, refined approach to Capitol Hill helps clients achieve important goals that strengthen their institutions’ resources and reputation.

Claire came to McAllister & Quinn after nearly six years in US Senate where she led Senator Ron Wyden’s appropriations and budget portfolios. She secured over $700 million in congressionally directed spending for 475 projects in Oregon and managed multiple budget resolutions and reconciliations. Claire also worked on science, space, defense, and foreign affairs policy, analyzing and developing policy proposals, representing the Senator in public engagements, and solving complex problems with creative solutions.

Claire holds a bachelor’s degree with honors in Environmental Policy from the University of Michigan. She grew up in Portland, Oregon and is based in Washington, DC.
