McAllister & Quinn is proud to share that the State of Hawaiʻi has secured $944,462,200 in federal healthcare funding through the Centers for Medicare & Medicaid Services (CMS) Rural Health Transformation Program. The Rural Health Transformation Program is a federal grant initiative designed to help states strengthen rural and underserved healthcare systems, expand access to care, and invest in healthcare workforce and infrastructure improvements over a five-year period.
Through our engagement with Hawaiʻi Pacific University, McAllister & Quinn was trusted to lead the proposal management and writing for the State of Hawaiʻi’s application to this nationwide cooperative agreement opportunity.
McAllister & Quinn was able to coordinate a statewide effort that brought together government leadership, healthcare providers, and community stakeholders to present a unified vision for transforming rural and island healthcare systems.
Working in close partnership with the Hawaiʻi Governor’s Office, the Hawaiʻi Healthcare Association, the Hawaiʻi State Medicaid Director, and the Hawaiʻi Department of Health, McAllister & Quinn helped identify the core members of the statewide health leadership team, and ensured their ideas aligned with the solicitation. Through recurring cross organization work sessions and the integration of public input gathered via the statewide Engage Hawai‘i channel, McAllister & Quinn unified dozens of contributors into a single competitive submission and aligned the technical narrative, budget, graphics, and attachments into one cohesive proposal.
The effort resulted in Hawaiʻi receiving $188,892,440 per year for five years, placing the state in the highest tier of awards nationwide and equating to approximately $528 per Hawaiʻi resident. This historic investment will support long term improvements in healthcare delivery, expand access to care, and strengthen the healthcare workforce across Hawaiʻi’s geographically dispersed communities.
As part of the statewide award, Hawaiʻi Pacific University secured a $10 million, five-year grant to fully fund tuition for healthcare professional students who commit to serving rural communities across the Hawaiian Islands after graduation. The funding will support scholarships for students in applied healthcare programs and help build a long-term workforce pipeline to address critical healthcare shortages across the state.
By bringing together stakeholders, aligning strategy, and managing a large-scale proposal development effort, McAllister & Quinn helped deliver an application on behalf of a public sector applicant while representing a private institution client.
