The Administration for Children and Families (ACF) is offering a significant grant opportunity through its Transitional Living Program (TLP) to support homeless and at-risk youth. Nonprofits can apply for one of the 77 federally funded awards, with up to $1.25 million available per grantee. This grant aims to provide long-term, supportive housing and services for youth aged 16 to 21, including safe housing, life skills training, education and employment support, mental health care, and physical health care. The Administration for Children and Families (ACF) is accepting applications for its Transitional Living Program (TLP), a major federal grant opportunity to support homeless and at-risk youth. 

With 67 federally funded grant awards expected and up to $1,050,000 million per grantee, this is a powerful chance for nonprofits to scale impact, expand housing options, and improve long-term outcomes for youth ages 16 to 21. 

What Is the Transitional Living Program Grant? 

TLP grants fund long-term, supportive housing and services for youth who: 

  • Have run away from home 
  • Are homeless or unstably housed 
  • Have no safe place to live 

These grant-funded programs help youth transition to adulthood with safe shelter and wraparound services. 

Federally Funded Grant programs may include (or refer to services for)

  • Safe housing: Supervised apartments, group homes, or host-family models 
  • Life skills training: Budgeting, cooking, parenting, and more 
  • Education and employment support: GED prep, college/vocational training 
  • Mental health care and counseling: Individual and group services 
  • Physical health care: Exams, emergency treatment, and referrals 

ACF TLP Application Deadline:  

Eligible nonprofits have until July 23, 2025, to submit applications to the ACF to be considered
