Libby serves as Managing Director of Federal Affairs at McAllister & Quinn where she supports the firm’s healthcare, higher education, associations, and advanced technology practices.  She conducts substantive research and analysis on legislative and policy matters, develops written materials, monitors congressional and administration policy, tracks and evaluates relevant legislative and appropriations actions, and utilizes that information to help enhance government relations and grant-seeking efforts on behalf of clients. She also executes clients’ Capitol Hill advocacy activities.

Prior to joining McAllister & Quinn, Libby spent more than six years working for Congresswoman Betty McCollum (D-MN), a senior member of the House Committee on Appropriations and current Chair of the Defense Appropriations Subcommittee. In this role, she managed a diverse portfolio including agriculture, energy, and international relations; and was responsible for developing and advancing legislative initiatives, building relationships with national and local organizations, coordinating and communicating with officials at various Federal agencies, and managing all relevant Appropriations Committee work within her portfolio. With her extensive knowledge of the appropriations process, Libby helped constituent groups navigate the Federal government, and worked creatively to solve problems and identify potential opportunities.

Before her time in the House of Representatives, Libby worked on the government affairs teams at the Environmental Working Group, an environmental health a nonprofit, and interned for Sen. Mark Kirk (R-IL) and the Alaska Wilderness League.

Libby grew up in the northern suburbs of Chicago and graduated from Hobart and William Smith Colleges.
