Federal Grants to Combat Substance Use Disorders in Rural Communities

The HRSA Rural Communities Opioid Response Program (RCORP) helps rural communities reduce opioid and other substance use by expanding access to prevention, treatment, and recovery services. 

Americans living in rural communities are more likely to struggle with substance use and opioid addiction. Often, they have a hard time getting treatment because providers are far away and services are limited. 

To provide more behavioral health services in rural areas, the Health Resources and Services Administration (HRSA) is expected to release two Rural Communities Opioid Response Program (RCORP) grant programs: RCORP-Planning and RCORP-Impact. 

HRSA RCORP Planning Grant Program 

RCORP-Planning funding allows rural communities to build the basic groundwork needed to create a strong, long-lasting system of services for people with substance use challenges. The program focuses on opioid misuse but recognizes that many people also struggle with other substances, including alcohol, and need a full range of mental, behavioral, and social supports.  

RCORP Planning is designed for communities not ready for larger federal grants. The grant helps them prepare by supporting planning (not direct services) to make future prevention, treatment, and recovery services easier to access and more effective. 

HRSA RCORP-Impact Grant Program 

RCORP-Impact funding helps rural communities improve how they prevent, treat, and support recovery from substance use disorders. The focus is on opioid misuse. Funds can be used to build stronger local care systems, expand evidence-based services, improve coordination among health and social service providers, and grow the behavioral health workforce.
