Ed Williams draws on 15 years of experience in government to provide strategic advice to clients on a wide range of public policy issues. An expert on the budget and appropriations process at the Federal level, Ed’s guidance on external funding opportunities has proven invaluable. As an attorney, Ed’s counsel to clients reflects considerations of both law and policy.
As a Vice President at McAllister & Quinn, Ed provides comprehensive consulting services in areas such as Federal grants and research funding, foundation support, public-private and international partnerships, and institution-wide strategic projects. As the firm’s General Counsel, Ed provides the firm’s managing partners with advice on legal matters and manages the work of outside counsel.
Prior to joining McAllister & Quinn, Ed served as a congressional staff member in both the House of Representatives and the Senate. Ed served in a number of positions in Congressman Paul Kanjorski’s Capitol Hill office, including the role of Appropriations Director, before moving to Senator Bob Casey’s staff. On the Senator’s Washington staff, Ed oversaw and directed the budget and appropriations, transportation and infrastructure, and economic development portfolios for several years until being named as the Senator’s State Director and Senior Counsel. In this role, Ed served as the Senator’s top aide in Pennsylvania and managed a staff of 22, spread out over seven offices across the Commonwealth. Ed advised the Senator on an array of constitutional, legal, policy, and political issues affecting Pennsylvania and the nation.
Over the course of his congressional career, Ed played an instrumental role in identifying and securing hundreds of millions of Federal dollars for a range of institutions and local governments across Pennsylvania. A native of Wilkes-Barre, PA, Ed currently lives in Philadelphia with his wife, Dr. Lisa Charneski, and their children, Matthan Edward and Addilyn Reese.
